The Collapse of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are released from various governments. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from across the border, a ability afforded by timely intelligence. From vantage locations, defense planes that had been scrambled to intercept incoming guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably provided by Western nations. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't cause damage this time, protecting urban areas from ruin and further power outages.

Persistent Threats

Not long after, a heavy machine gun opened up on a drone somewhere nearby, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the morning news: several casualties, devastation and infrastructure problems in many homes as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are clearly incapable to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, endure.

Political Considerations

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a assumption well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's south or east.

The problem is that while acknowledging this situation, US leadership does minimal to discourage Russia, through statements or actions, from assuming that the situation will not evolve additionally in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its benefit.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all served their function.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
